The eleventh regulation to the Nuremberg Citizenship Law decreed that any Jew leaving the area of the Reich would lose his status and his property would be transferred to the State. This regulation enabled a "legal" take over all assets left behind by Jews deported to the east. The legislation created some legal problems in the case of those Jews deported to areas that had been annexed to the Reich, such as Lodz. As these Jews had not left Reich territory, the 11th regulation could not be applied in their cases. This issue was subject to lengthy discussions among the legal departments of the different ministries until a solution was found.
